Well-Managed Highway Infrastructure Code of Practice Published

The updated Well-Managed Highway Infrastructure: A Code of Practice has now been published, providing refreshed guidance to support the effective management of highway infrastructure across the UK. The publication marks the culmination of an extensive sector-wide review led by the Department for Transport and UK Roads Leadership Group (UKRLG), with contributions from more than 100 volunteers representing highway authorities, industry and professional bodies.

Building on the foundations established in 2016, the updated Code retains the risk-based approach that has become central to highway asset management while responding to the challenges currently facing the sector. The revised guidance addresses issues such as climate resilience, workforce capability and competence, technological innovation, including the growing role of artificial intelligence, and the long-term management of highway assets. It is designed to help authorities make informed, evidence-based decisions while continuing to provide safe, reliable and sustainable networks for the communities they serve.

The review process included a national consultation during summer 2026 that generated more than 1,000 comments from practitioners across the sector, helping to ensure the final Code is practical, relevant and reflective of real-world challenges faced by highway authorities.

Alongside updates to existing guidance, the Code includes expanded content covering resilience, network knowledge, finance and investment, procurement and delivery, and introduces new guidance on tunnels. The publication is supported by a new digital platform, making the Code easier to access and navigate, together with a range of supporting resources including Quick Guides aimed at non-technical audiences, case studies and practical implementation materials.

To support adoption of the revised guidance, a programme of face-to-face and virtual workshops will be delivered during November 2026, helping practitioners understand the key changes and apply them within their organisations.

The updated Code and supporting resources are available via the new UKRLG website.
