TRL launches iROADS Investment Optimiser to strengthen evidence-based infrastructure investment & maintenance planning

Ahead of the LCRIG Innovation & Learning Festival, TRL has announced the launch of Investment Optimiser, a new strategic decision-support module within its road asset management platform, iROADS.

Designed specifically for highways authorities and infrastructure owners, Investment Optimiser helps organisations make more informed, transparent and evidence-based decisions about long-term investment and maintenance strategies across their road networks.

Investment Optimiser brings together asset condition, performance and investment modelling in a single environment, enabling users to explore the long-term impact of different funding levels, maintenance policies and investment approaches. By using highways-specific lifecycle modelling rather than generic financial assumptions, it provides a clearer understanding of how today’s decisions influence future network condition and performance.

The module supports scenario-based analysis, allowing users to compare alternative strategies, assess the consequences of budget changes and understand the trade-offs between investment levels, maintenance policies, and network outcomes. This helps organisations develop robust business cases, justify funding requirements and demonstrate the value delivered by highway maintenance investment.

At a time when public sector budgets remain under pressure and infrastructure networks face increasing demands, Investment Optimiser provides decision-makers with clear, auditable and explainable evidence to support strategic planning. Users can understand the assumptions underpinning each analysis, assess the impact of different scenarios and communicate decisions with greater confidence to senior leaders, finance teams, elected members and external stakeholders.

Investment Optimiser is designed to complement existing asset management practices and can be adopted as part of the wider iROADS platform. This provides organisations with a practical route to strengthening strategic asset management capabilities while continuing to build on established data, processes and workflows.

With Investment Optimiser, TRL continues to expand iROADS as a modern, data-driven platform for road asset management, helping infrastructure owners move beyond reactive decision-making towards more proactive, evidence-based investment planning.

Attendees at the LCRIG Innovation & Learning Festival can learn more during TRL’s CPD training session, “Investment Optimiser: Scenario-Based Decision Analytics to Support Consolidated Transport Funding”, taking place at 3:45pm on Day 1 in the Technical Learning Theatre.
