We are delighted to announce the appointment of Kim Harper as our new Head of Highways Policy, Innovation & Knowledge, a newly created role within LCRIG. In this position, Kim will lead on the Knowledge & Innovation Network, supporting members in navigating highways policy developments, contributing to national conversations, and translating sector challenges into practical, scalable solutions.
Kim joins us from Central Bedfordshire Council, where she served as Efficiency & Programme Manager. She brings a wealth of experience, having successfully managed highways teams across both unitary and county council settings. With almost 20 years in local government, Kim is a specialist in highways policy, innovation and continuous improvement. Her expertise span asset management, digital transformation, funding and service reform, with a strong focus on turning data and insight into practical outcomes.
Through her leadership of the Knowledge and Innovation Network, Kim will play a key role in strengthening member support and fostering greater collaboration across the highways sector.

Having spent my career in local government highways, this feels like a natural next step – bringing together my experience in policy, innovation and delivery to support the sector more widely. I’m looking forward to developing the Knowledge and Innovation Network and working collaboratively with LCRIG members and the wider sector to support informed decision making at both a local and national level.”

Kim has already hit the ground running, joining fellow LCRIG team members in Istanbul this week, where LCRIG is organising the UK Pavilion at the ITS European Congress on behalf of the Transport Technology Forum and the Department for Transport.
