A successful collaboration between LCRIG members Miles Macadam and Stockport Council has delivered Greater Manchester’s first certified carbon-neutral road resurfacing scheme, made possible through the Project Amber Framework.
Using Project Amber, Stockport Council was able to directly procure Miles Macadam’s Milepave™, the UK’s only BBA HAPAS-approved Asphalt Grouted Macadam – without the delays of traditional tendering. This streamlined approach allowed rapid deployment of a low-carbon, durable solution.
For the heavily tree-lined Robins Lane, Milepave™ was selected for its fully sealed surface and durability, especially vital for preventing water ingress on tree-lined roads such as Robins Lane.
The project also supports Stockport’s Climate Action Now strategy, which commits the council to achieving net zero emissions by 2030.
Certified by Carbon Footprint Ltd, the scheme demonstrates real progress in carbon reduction, including:
- 1,878m² of Milepave™ installed
- 27.2 tonnes less aggregate used
- 3.5 tonnes less bitumen consumed
- 5.4 tonnes of carbon saved over traditional materials
In addition to the resurfacing work, Miles Macadam also contributed to a tree planting initiative within the borough, further supporting Stockport Council’s long-term environmental goals.
Cllr Grace Baynham, Cabinet Member for Highways, Parks, and Leisure Services, said:
“Stockport Council is committed to making our roads safer and more sustainable. By using innovative, low-carbon materials like Milepave™, we are reducing our environmental impact while delivering high-quality infrastructure for our residents. Under our Climate Action Now plan, we’ll continue to reduce the council’s carbon footprint, achieving net zero by 2030 for council operations. This scheme further demonstrates our dedication to achieving our ambitious climate goals.”
Toby Fitzsimmons, Business Development Manager for Miles Macadam, added:
“Stockport Council, a long-standing member of LCRIG, procured our services through STAR Procurement using the Project Amber framework. This streamlined process allowed them to engage us directly, bypassing the need for a traditional tendering process that simply isn’t fit for specialist materials like ours.
“Project Amber enabled Stockport to deliver Greater Manchester’s first certified carbon neutral resurfacing scheme. We’ve thoroughly enjoyed working alongside Stockport Council to support their journey toward Net Zero, and we’re grateful for procurement frameworks like Project Amber that make it easier for local authorities to access and implement specialist, low-carbon solutions like ours.”
This project highlights how LCRIG’s Project Amber initiative has enabled members to innovate, collaborate, and deliver measurable benefits for communities and the environment.
