TRL Appointed PAS 2161 Auditor as New Single Data List Changes Take Effect

This week, TRL announced that it has been appointed by the Department for Transport (DfT) as the PAS 2161 approvals auditor, supporting the consistent and independent assessment of road condition monitoring (RCM) technologies across England through to 31st December 2030.

The announcement follows recent updates to the Ministry of Housing, Communities & Local Government (MHCLG) Single Data List, which came into effect in April. As part of these changes, local authorities will transition from the SCANNER standard to the new British Standards Institute (BSI) Publicly Accepted Specification (PAS) 2161.

Developed by DfT, local government and the wider industry, PAS 2161 introduces a new framework for reporting the condition of local classified roads across five categories of condition.

Technology providers seeking approval for use under PAS 2161 should contact TRL. Local authorities are encouraged to engage with TRL to support the independent impartial assessment of benchmark sites used in the approval process.
