In just one week, the Local Council Roads Innovation Group (LCRIG) will be hosting a webinar on behalf of Community Models.
Community Models were one of the winners of the 2021 LCRIG Steve Berry Think Exceptional Innovation Fund, sponsored by WJ Group.
The funding was used by Community Models to develop a Strategic Value Model that links investment, asset management, network management and wider social value considerations to indicate how the local roads network can deliver benefits to a range of stakeholders.
The model enriches a more traditional asset and network management focus by adding additional layers of economic, social and environmental data. It allows Highway Authorities to better understand, quantify and articulate impact on both people and places; and to more-fully represent the importance of the network and highway services to elected members, senior managers and strategic planning colleagues. This helps to secure and protect revenue and capital spending for Highway Services in the face of competition for resources.
In its practical application, the model considers asset management and network management first. It then ‘layers on’ additional (not alternative) financial, economic, social and environmental considerations in a manner that can be refined to align with the policy priorities of each authority. Modelling is then applied to allow quantification and measurement to take place, in turn informing how programmes, projects or activities can best meet aims and objectives.
The model has been developed for highways, but could be extended to other forms of infrastructure and place-based service planning and management moving forward.
Derek Stewart, Director at Community Models spoke to LCRIG at the Innovation Festival in 2022 about how the innovation funding helped Community Models in developing their conceptional model which will allow Highway Authorities to systematically consider a breadth of strategic value parameters (such as economic, social and environmental impact) in their asset and network management planning.
