Local authorities across the UK are seeking submissions from the wider supply sector to be a part of an exciting and radical project to utilise a variety of existing products but combined in a different manner to determine how they can collectively support the reduction of carbon produced by the activity of maintaining the highway network.
East Riding of Yorkshire Council, working with other UK Local Authorities have submitted a proposal seeking funding from the £30m DfT / ADEPT Live Labs 2 aiming to achieve High Visual Efficiency for low carbon lighting – Decarbonising Street lighting.

Faced with the growing impact of climate change, The £1bn annual energy and carbon cost of energy is compounded with a further £2.5Bn annually of column and lantern replacement. Using a live lab approach, we want to rethink the entire sector. Through a bottom-up approach of carriageway properties and how they interface with the human eye, we are keen to work with suppliers who can innovate and test different combination of interventions.
Differing surface types, choice of lining product, sign specification and potential new streetlighting technology tested to work on new and emerging products all combine to create an ideal opportunity to support safe travel – but by radically rethinking how the sector works.
Working across the partner councils, we are seeking specialist input from academia including Universities, we want to understand how you are able to utilise your sector expertise to advance the thinking in a coordinated place-based approach that makes streets safe for all travellers, but through interventions that put carbon reduction front and centre.
Street lighting will still exist, but through this live lab, we will provide a test bed of engagement, participation and safe space to test, trial and transform lighting requirements through a radically differing approach in how all assets interact to support the visual impact of the network on the individuals using it.
