Blackburn with Darwen Highways Service are seeking an experienced Drainage Engineer to assist in the delivery of flood risk and highway drainage projects across the Blackburn and Darwen Borough, in compliance with duties defined by the Flood and Water Management Act 2010.
This post will have responsibility to prepare Health and Safety documentation, complying with the Construction Design and Management (CDM) Regulations, including Pre-Construction Information, Method statements and Risk Assessments. The post will also assist in the preparation of tender documents and ensure a comprehensive tender package is provided to contractors and in the supervision of site works, undertaken by both external contractors and the Councils in-house workforce. The role also supports the Drainage Manager on day to day flood risk management works such as flood investigation, consenting and assessment of planning applications.
Main areas of responsibility:
- Management and delivery of Flood Risk Management, Land Drainage and highway drainage projects
- Produce detail design, tender document and H&S pre-construction information for civil engineering and drainage projects
- Design said projects, mitigating any risk within the construction phase and ensuring that the schemes are deliverable within time and budget
- Project manage and programme delivery, including productivity, while working closely with other delivery managers
- Assist in the preparation of the tender package and ensure all deadlines are met
- Delivery of duties under Flood and Water Management Works 2010
- Flood investigation works
- Flood Risk Assessments for planning applications for private sector clients and Local Authorities
- Technical advice regarding master planning and development control issue
- Flood Risk Community resilience works
- Comply with current H&S and environment regulations and standards including delivery of duties of designer under Construction and Design Management Regulations (CDM) 2015
- Managing project budgets and resources on a day-to-day basis
- Undertake Ward Councillor and Community communication and ensure advance notice of works and impact is understood
- Support the Drainage Manager on other day to day flood risk management works such as flood investigation, consenting, assessment of planning application
Knowledge, Skills and Abilities:
- Substantial experience in the design and delivery of Civil Engineering and drainage projects
- Degree in civil engineering or relevant water related discipline or equivalent
- An understanding of drainage and sewerage systems
- Experience and knowledge of detailed design using DMRB, Specification of highway works and sewer for adoption and other current industry standards
- Experience of implementing H&S and Environmental rules and regulations
- Proficient in a wide range of IT skills, including MicroDrainage and AutoCAD
- Good knowledge of all current relevant legislation with regards to drainage and flood
- An understanding of CDM Regs 2015 and the role of the designer
- Experience of the procurement and construction process
- Experience of drafting feasibility reports and preparing SUDS maintenance schedules and engineering appraisals
- Experience of dealing with client and approving bodies such as the Environment Agency, Defra and UU
- Experience of preparing Business cases, Pre-Planning Enquiries and Environmental Impact Assessments
- Detailed understanding of project productivity expectations
- Experience of dealing with the public at presentations
- Ability to demonstrate a flexible approach to work
- Full Driving Licence and use of car
