Multipave Delivers Major Resurfacing and Pavement Reconstruction Scheme

Multipave recently completed a major resurfacing and pavement reconstruction scheme on St Annes Road, Blackpool, delivered on behalf of Blackpool Council.

The existing carriageway had developed significant undulations and deformation, largely caused by failed and cracked concrete rafts beneath the pavement, alongside drainage issues. Rather than simply treating the surface, the project is addressing the underlying structural problems at source to deliver a more resilient, long-term solution.

The scheme has provided an opportunity for Multipave to demonstrate its capability in developing, designing and delivering sustainable, asset-led road maintenance solutions, from initial investigation and design through to construction and verification.

Key elements of the project include:

  • Pre-design investigation of pavement and drainage assets, including coring, waste classification and drainage surveys.
  • Design of a sustainable pavement solution tailored to the actual traffic loading and ground conditions.
  • In-situ verification of sub-grade, foundation and Cement Bound Granular Material (CBGM) base-layer strength using Lightweight Deflectometer (LWD) testing.
  • Excavation and removal of the defective concrete slabs.
  • Replacement of the failed slabs with CBGM, a hydraulically bound material combining graded aggregate with cement.
  • Construction of a 150mm CBGM layer across the full scheme extent, from Waterloo Road through to Ayrton Avenue.
  • Creation of a strengthened and uniform pavement foundation designed to provide long-term durability.

CBGM provides excellent load distribution, resistance to deformation and long-term structural performance, making it particularly suited to heavily trafficked routes such as St Annes Road. Its use also offers carbon benefits compared with traditional hot-mix asphalt, helping to reduce the embodied carbon associated with the scheme.

Multipave supplied all CBGM for the project, providing a consistent and controlled material supply throughout the works. They delivered the surfacing and civil engineering elements of the scheme, working alongside J. Fisher & Sons Limited, who undertook the planing operations, and Tarmac, who supplied the surface course material.

The scheme will provide Blackpool Council with a significantly improved and more resilient carriageway, with the underlying structural issues addressed and a durable new surface designed to serve the local community for years to come.
