A Medway Partnership: Delivering the Future of Modern Contract Procurement Programmes

Founds Group has announced its latest partnership with Medway Council, supporting Medway’s new Highways Contract Procurement Programme. The programme is designed to serve more than 280,000 residents while investing in a sustainable, future-ready highways service.

Founds Group is excited to be shaping this next generation of highway maintenance contract for Medway, recognising the latest reporting requirements coming from DfT and how modern, innovative and efficient approaches can support forward-thinking authorities.

Working with the Medway team, it will develop a clear, robust and performance-based technical specification, which includes reviewing existing service information, defining operational requirements, and ensuring the specification aligns with national best practice, asset management strategies, alongside local priorities.

Through the implementation of a structured appraisal process, it aims to present an objective, evidence-based set of recommendations that supports Medway in selecting the best contracting model. This will ensure the strongest outcomes for residents, delivering efficiencies and value for money. Using a proprietary 4D model, it will build a clear and comprehensive procurement strategy, guiding the process from market engagement through to tender evaluation and contract award.

Founds Group will be working with the local employment and skills team at Medway Council to implement where its social value commitments will have the greatest impact, including youth career development, local employment opportunities and mentoring.

Over the next two years, Founds Group will work as an integrated part of the Medway team, helping the council deliver its Highways Contract Procurement Programme along with its key priorities to shape a more sustainable Medway.
