Hill & Smith Infrastructure Ltd, part of Hill & Smith PLC, has announced the launch of Incursion Defender: a portable, modular barrier designed to bring vehicles to a controlled stop, preventing them from entering roadworks. Offering a safety improvement against the risk of vehicle incursions, the innovation marks a vital step within road safety.
Since 2017, 23,981 incursions have been reported, including 2,833 in 2025 alone*; statistics highlighting the urgent need for safer working environments. Every incursion poses the risk of devastating consequences, not just for the workforce and vehicle occupants, but their families, friends and communities.
Incursion Defender has been developed to directly address this challenge. As the only incursion protection barrier tested as a highway device, Hill & Smith Infrastructure has introduced a smarter, safer solution to the market. Designed to protect the workforce, protect the road users and help to ensure everyone gets Home Safe and Well.
Developed with a modular design, Incursion Defender allows units to be configured to suit a scheme’s unique road or lane width. With a bolt and tool-free assembly, operatives can deploy the system quickly and efficiently from a van, minimising time exposed to live, unprotected traffic. Optional wheels enhance mobility, allowing temporary or emergency access. The system can also be delivered to site fully assembled.
Engineered to the UK VRS CD 378 and MASH 2016 and crash tested to Highway Standards, achieving Impact Severity Level (ISL) A, Hill & Smith Infrastructure’s Incursion Defender delivers the highest level of occupant protection with the lowest risk of injury during impact.
Aside from injuries, incursions shut sites, delay programmes and prompt investigations. The challenge of managing dangerous vehicle entry is recognised by all stakeholders involved in road safety, from companies responsible for procurement and delivery, to the operatives on site and drivers using the network. For traffic management companies with a duty of care to uphold, Incursion Defender provides safety improvement through innovative design, protecting your project’s most valuable asset: its people.
The crash-tested highway barrier device offers reassurance, bringing practical protection to where it is needed most.
Incursion Defender is currently undergoing a live trial within a Costain / TfL project, providing real‑world insight as part of its introduction to market. Hill & Smith Infrastructure is excited to build on this collaboration to support safer working practices across the wider road network.
