Luton Borough Council Partners with Miles Macadam to Deliver Low-Carbon Road Surfacing

Luton Borough Council, in collaboration with road surfacing specialist Miles Macadam, recently completed a major resurfacing project covering 22,078 m², delivering significant environmental benefits. The project, carefully designed to minimise carbon emissions, achieved a total output of just 81.35 tonnes of CO₂e, marking a substantial step forward in sustainable infrastructure. As part of its ambitious goal to become a net-zero town by 2040—ten years ahead of the national target—Luton Borough Council implemented a “whole life carbon” approach to selecting suppliers for this project, choosing Miles Macadam for its durable, low-carbon materials.

A cornerstone of the project was the use of Miles Macadam’s Milepave™, a low-carbon grouted macadam, which has been part of Luton’s maintenance programme for several years. In 2023, the council also trialled Bioseal™, an innovative, zero-carbon asphaltic grout. Following a successful trial, Luton Borough Council decided to extend their use of Bioseal™ into 2024 alongside their existing Milepave™ programme. As a biogenic material, Bioseal™ acts as an effective Carbon Capture and Storage (CCS) solution, permanently sequestering carbon within the road surface and facilitating the council’s sustainability goals.

By incorporating Milepave™ and Bioseal™ technologies, the council achieved a 35% reduction in carbon emissions compared to traditional surfacing methods, with Bioseal™ providing an additional 21% emissions savings. The project also resulted in a substantial resource saving, with 239.33 tonnes of aggregates and 33 tonnes of bitumen conserved over conventional materials.

In addition to the environmental benefits, Milepave™ and Biopave™ also enhances road longevity, addresses specific performance challenges, and reduces whole-life costs due to its durability. This project highlights Luton Borough Council’s commitment to sustainable development, setting a benchmark in construction practices that balance environmental impact and maintenance needs.
