North Yorkshire is England’s largest county and a beautiful, vibrant place to live and work. As North Yorkshire County Council, we maintain the critical infrastructure for over 600,000 residents, 32,000 businesses and 1.4m visitors. Working at scale, highways services are required to serve a mix of large towns, smaller market towns, villages and extreme rural areas right across the county, bringing a unique range of challenges and complexities.

NY Highways is a newly formed highways maintenance company that has been established to provide this wide range of highway services to the council. Previously run through the private sector, these services are now housed within a ‘Teckal’ company, owned by the council.

In the first year the priority is to ensure a seamless transition and consolidate a firm operating base from which growth in future years can be achieved, which creates greater investment in the residents, businesses and communities of North Yorkshire.

What do we want…

This brand new role is a fascinating opportunity to have a direct impact on the way in which NY Highways grows and develops in the years to come.

We are looking for an inspiring senior leader who has outstanding commercial acumen and who commands confidence at the highest levels. Above all you must be knowledgeable and passionate about the highways sector, be able to lead with credibility, and have a good understanding of how to engage effectively with multiple stakeholders in this unique Teckal setting.

As Chair, you will already have experience of operating at Chair or Vice Chair level, with the ability to exercise sound judgment and provide impartial and pragmatic advice, at the same time as holding the Board to account when required.

We want somebody who will work in a collaborative manner, building effective relationships with Board colleagues, key stakeholders and partners, as well as across the wider sector, with an open and personable style. Your strong communication skills will mean that you can engage and influence a diverse range of stakeholders.

Whether you are coming from the private sector or another type of organisation, your broad highways expertise will be vital. It is important that you can demonstrate your track record in having lead and grown previous organisations with drive, devising and implementing strategic growth plans including the development of new services to achieve business growth.

This unique role will suit an inspiring senior leader from the Highways sector with experience of working independently and commanding confidence at the highest levels, with a passionate and broad understanding of the highways sector.

With a track record of having led and grown previous organisations, this person will be an impartial, independent, professional individual of the highest integrity, highly credible in the highways sector.
