This category has been designed to provide Local Authorities with access to the latest market leading traffic management technology. It does this by guiding and supporting buyers to solutions through two different procurement routes:

  • Transport Technology & Associated Services (TTAS) – A commercial framework agreement with catalogue functionality.
  • SPARK DPS – A dynamic procurement system, enabling innovation to be procured at speed.

SPARK DPS

If SPARK is your chosen route, there is a simple 5-step process to procure at pace.

SPARK DPS

If SPARK is your chosen route, there is a simple 5-step process to procure at pace:

  1. Register your requirement: enter brief details of your procurement requirement on the LCRIG website.
  2. Access TTAS or SPARK DPS: Ensure that you have access to CCS SPARK DPS
  3. Prepare specification, contract documents and Invitation To Tender (ITT): Use the suite of LCRIG model documents to outline your specific requirements
  4. Invite Suppliers: Use your IT systems, TTAS or the SPARK DPS to Invite suppliers with the appropriate innovation to submit a tender, adapting the process to your preferences.
  5. Swift supplier selection: Receive supplier submissions in the format of your choice and within 5 days, have a registered supplier ready to deliver on your innovation procurement needs.

You will publish the award and inform of the contract award through the normal channels.

Further Competition

Further competition is a process which allows you to compete your requirements under the framework. Suppliers will respond by providing formal quotations, which align to your requirement and/or specification.

Register your initial requirements on the LCRIG website and then there are 6 simple steps to follow on the TTAS site :

Step 1: Identification of needs and production of the specification

Step 2: Finalisation of requirements

Step 3: Complete documentation

Step 4: Issue of further competition

Step 5: Evaluation

Step 6: Award

Direct Award

Direct award offers a quick and flexible way to buy products and services from the TTAS framework. Direct award should only be used when you have a clear understanding of the products and services you require. 

Register your initial requirements on the LCRIG website and then there are 6 simple steps to follow on the TTAS site :

Step 2: Finalisation of requirements

Step 3: Browse Catalogue or issue a Request for Information

Step 4: Desktop comparison of service offerings

Step 5: Identify best option

Step 6: Complete order form and send to supplier

LCRIG IPS offers a straightforward process to connect and engage with Local Authorities. There are two routes to market – Transport Technology and Associated Services (TTAS) and the SPARK Innovation Market DPS. If you’re already registered with TTAS you will receive notifications as a procurement opportunity arises.

You can also register on SPARK DPS following the simple 6-step process below.

Simple 6-step process:

  1. Share your Innovation: Register your innovation with LCRIG.
  2. Download member guide: Download the member guide and learn how to join each relevant agreement within the IPS.
  3. Register at the CCS Supplier Portal: Generic Onboarding (link can be found in the member guide).
  4. Complete selection questionnaire: Complete a general selection questionnaire (link can be found in the member guide).
  5. Complete SPARK DPS questionnaire: Demonstrate how your product or service is innovative (link can be found in the member guide).
  6. CCS evaluation: CCS evaluates your submission, providing feedback or further support if required. Once approved, you will become part of SPARK DPS, enabling Local Authorities to easily purchase from you.
