map16 Asset Management has appointed Matthew Kelley as Director of Growth and Strategy, supporting the company’s continued work with local authorities and highways partners across the UK.

Matthew brings more than twenty years of experience in infrastructure and public-sector service delivery, with a strong track record in developing data-driven programmes that improve operational performance. He joins map16 from Brightly, where he led public infrastructure technology solutions, working closely with councils to enhance highways asset management, compliance and efficiency. He has also held senior roles at Capita, Amey and Ringway Infrastructure Services, delivering major highways contracts and supporting improvements in service outcomes.

His appointment strengthens map16’s ability to support authorities seeking clearer insight, improved risk management and more joined-up asset strategies. It comes as the company continues to expand its geospatial asset management platform and level monitoring solutions, both of which are now widely used across the highways and wastewater sectors.
