Lancashire Highways Service is responsible for delivery of Network Management activities across the County with Network Planning including Road Safety and Urban Traffic Management and Control (UTMC) Teams. The UTMC Team consists of 3 sub teams, Traffic Signal Design, Network Optimisation, and Traffic Signal Maintenance.

Network Optimisation – Optimise the performance of Lancashire’s network using UTMC and ITS systems. Undertake traffic counts and surveys and use systems to collect and analyse traffic and transport data.

Traffic Signal Design – The team undertakes a full Traffic Signal / UTMC design service with modelling and assessment leading to commissioning and validation. Provide Technical Acceptance on behalf of the highway authority for new traffic signal design projects undertaken by external consultants. Develop and manage an annual capital Traffic Signal Refurbishment Programme.

Traffic Signal Maintenance – Manage and supervise the UTMC Term Service Contract. Maintain the asset and records system. Respond to customer queries of existing traffic signal installations.

Job description

The function of this role will be to assist the Signals Engineer (Grade 9) in carrying out optimisation activities across the county. There three core areas of focus for the role which are described below: –

  • UTC Lead – Support the Signals Engineer (UTC Lead) by assisting in UTC investigation / validation work to make improvements to identified corridors on the network.
  • MOVA Design and Validation – Support the Signals Engineer by assisting in MOVA Design and Validation activities to ensure existing sites are fully operational under MOVA Control and validated to suit current traffic flows.
  • Traffic Signal Design Support – Support the other UTMC Teams in carrying out activities such as preparing design documentation, 2500 documentation, FAT, SAT, Validation Exercises

The post is a permanent full-time position (37 hours per week) working under a flexitime system based at County Hall. There will be an expectation for the successful candidate to work from a range of locations if needed. The role is not solely office based and the post holder may be required to attend site meetings and work flexibly to observe AM and PM peak periods.
